In a small bowl, combine the ketchup, water, Dijon mustard and soy sauce; set aside.
In a large skillet or wok, heat oil over medium high heat. Stir-fry beef until no longer pink, about 4 minutes. Remove and keep warm.
In the same pan, add the broccoli, mushrooms, red pepper, onion and garlic. Stir-fry vegetables for 4-6 minutes or until crisp tender.
Stir in sauce; return beef to pan. Cook and stir for 5-7 minutes over medium heat or until heated through. Serve over rice.
